Seeking two findings and a special permit relative to proposed habitable space expansion to accommodate an increase in capacity for a licensed daycare facility in a structure on a nonconforming lot.  Property is situated in the Rural 2 Zone within the Surface Water Protection District.

Applicant continued until Wed., April 28th at 8:00 p.m.

Seeking two findings and two special permits relative to a proposed in-law addition to a structure on a non-conforming lot.  Property is situated in the Single Residence Zone within the Groundwater Protection District.

Applicant stated that they are adding 2 baths, 1 bedroom, living room, study and 2 decks for an in-law suite.

Plot plan is needed with setbacks from corners to property lines needed.

Conservation Commission is okay with current plan.

Applicant needs to place on plan what type of connection will be between the house and in-law suite.  Either an open area or closed with doors.  Width should be 4 feet or wider.

An interior plan of existing house is needed which shows connection between existing and addition.

Applicant noted that garage currently has a room above, but can only be reached via a ladder.  A 24 x 24 great room will be added by raising the roof over the existing garage to enlarge the current space.  An open entry will be placed on second floor from great room to house.  It was noted that the opening must be 6 feet.

Current house footprint is 24 x 36 and the addition is a 20% increase.

Seeks special permit relative to subdividing an existing parcel and extending and altering a prior impervious material nonconforming condition.  Property is situated in the Light Industrial Zone within the Groundwater Protection District.

In attendance at meeting for Sr. Operations, Inc. was Len Simons, attorney, Don Meyers, Norwood Engineering, and CEO of Sr. Operations.

Metal Bellows bought 24 acres of land consisting of 2 lots (Lot A, 14 acres and Lot B, 10 acres).

Sr. Operations would like to increase the size of one lot and then sell the other lot (subdivide).  Easments will be kept on Lot B to obtain access to wells which exist on lot.

Metal Bellows currently is light manufacturing for aerospace industry and some medical devices.  Products range from 3 ft. to very small.  They take thin strips of metal and weld into their products.

It was noted that contamination occurred 10 years ago on the lot and clean-up is still in progress with the DEP, engineers and the previous owner.  The previous owner is responsible for contamination and clean-up even though he does not own the property.  Currently, there is no contamination.

Board requested that the Applicant make a copy of their GZA report on property.

Applicant is applying for a subdivision and is asking to be grandfathered into zoning requirements.  In 1981 the requirement was 20% and then kin 1983 it was changed to 15%.  Sharon By-Law 63:10 was read.

Greg Meister, Cons. Commission, spoke regarding the drainage system.  He would like to see current plans and determine if improvements could be made.

Applicant seeks a Comprehensive Permit under MGL Chapter 40B, Section 20-23 for development of thirty-two town house condominium units, comprised of nine buildings, plus one existing home located at 9 Glenview Road.  Property is located off Rob’s Lane, Town of Sharon Assessor’s Map 102- Parcels 87, 88, and 92-1 and is zoned Residential B.

John Rhodes explained the property, conservation land and units as follows:

·       32 units, 5 – 4 unit buildings and 4 3 unit buildings
·       1400 sq. ft of road (10.6% of total sight)
·       172,000 sq. ft. is landscaped area (32.8% of total sight)
·       250,000 sq. ft is open space (48.8% of total sight)
·       9% is roofing
·       storm drainage would be self-contained on land
·       on-site sewage disposal system is for 9000 sq. ft.
·       units are 3 bedroom
·       2066 to 2170 sq. ft of living space per unit
·       2.5 bath, 3 bedroom, dining room, study, and great room

Patricia, 115 Glendale Rd., stated that she heard there would be a retaining wall.

Jon Witten, representing the Massapoag Estates is interested in responding to the presentation that the client gave.

Alice Cheyer, suggested that times of each applicant be placed on the agenda.

David Clark, Billings St., asked what provisions are in the plan for sewer and power.

Priscilla Levinson, Billings St., stated water has always been an issue.

Robert Chmielinski, representing residents on Rob’s Lane, wanted information on the Whitman Homes.

It was agreed upon that the site walk would be on April 8th at 8:00 a.m.

Applicant seeks a Comprehensive Permit under section MGL Chapter 40B to allow a 66 unit, residential condominium development consisting of apartment-type units. Property is located on the eastern side of Old Post Road at the Sharon/Walpole town line and is in the L-I Light Industrial Zoning District.

Hearing opened at 10:10 p.m.
Gavin spoke on RFP for peer review.
Peer Review should include traffic, engineering, pro forma, wetlands, and economics of project.

Hearing continued till May 12 at 8:00 p.m..

Next Zoning Board Meeting scheduled on Wed., April 14 at 8:00 p.m. in Town Hall.
